Brazil's gambling regulator body ANJL warned that barring Desenrola Brasil debt-relief recipients from licensed gambling platforms will push those users toward illegal operators, not away from gambling altogether.

Brazil completed its sports betting licensing framework as of January 2025, establishing one of the world's largest regulated iGaming markets. Desenrola Brasil, launched by the Lula administration, has enrolled millions of Brazilians in debt renegotiation schemes since 2023, according to Brazil's Ministry of Finance. The proposal to restrict those enrollees from gambling reflects political pressure to link debt relief with behavioural controls, but critics argue the causal link between gambling and the debt profile of Desenrola recipients remains unproven.
